K STREET IS BOOMING BUT FEARS A BUST: The coronavirus pandemic has fueled a boom in business on K Street in recent weeks as companies from 3M to Six Flags to General Motors have rushed to hire lobbyists for help, but many lobbyists are bracing for a potential slowdown if the economy slumps into a prolonged recession, POLITICO’s Elena Schneider and I report. Several lobbyists we interviewed “privately expressed worry that business could dry up if the companies with falling revenue move to cut expenses. Some lobbying firms could even go under.”

— “The pain has started already at some firms. K&L Gates — a prominent law and lobbying firm that snapped up former Rep. Jeff Denham (R-Calif.) when he left Congress last year — “announced in an internal email last week that it would cut pay by 15 percent across the board starting next month. (Partners face bigger cuts, while those making less than $75,000 a year are exempt.) The pay cuts came even though K&L Gates has signed two new lobbying clients for coronavirus-related work in recent weeks, according to disclosure filings.”

— “‘I would never call it a gold rush, and I think it would be foolish for people to feel lobbying firms won’t feel a negative impact when the economy takes a hit like this,’ said Hunter Bates, a former aide to Senate Majority Leader Mitch McConnell who’s now a top lobbyist at Akin Gump Strauss Hauer & Feld. His firm has signed at least eight new clients for coronavirus-related work. Several lobbyists warned that some less established lobbying firms could fold, as they did in the 2008 financial crisis. ‘This is going to be like that, but orders of magnitude greater,’ one Democratic tax lobbyist said.”

NEW BUSINESS: More than 200 companies, trade groups and others have added lobbying firepower for help with coronavirus-related matters in recent weeks, according to a POLITICO analysis of disclosure filings. Here are a few notable hires: The American Shrimp Processors Association has brought on former Sens. Trent Lott (R-Miss.) and John Breaux (D-La.) and two other Squire Patton Boggs lobbyists, as well as former Rep. Bob Livingston (R-La.) and three other Livingston Group lobbyists, to lobby on coronavirus-related matters. Darden Restaurants — which owns the Olive Garden and other chain restaurants — and Ford have hired both GuidePost Strategies. And the Indiana Pacers have hired a trio of Ice Miller lobbyists.

— The Minnesota-based manufacturer 3M, which makes sought-after N95 masks, has added three lobbying firms for help with coronavirus-related matters in recent weeks: Confluence Government Relations, Marshall & Popp and theGROUP. Tenet Healthcare has hired Brownstein Hyatt Farber Schreck and the Carmen Group. Uber hired Forbes Tate Partners, General Electric’s aviation division brought on Hogan Lovells and the National Air Traffic Controllers Association brought on former Rep. Bill Shuster (R-Pa.), who was the House Transportation and Infrastructure Committee’s chairman until last year, along with two other Squire Patton Boggs lobbyists.

RESTAURANTS BATTLE INSURERS OVER ‘BUSINESS INTERRUPTION’ CLAIMS: “The government’s efforts to help businesses recover from the coronavirus pandemic are triggering waves of lobbying skirmishes, and one of the biggest fights shaping up pits restaurants against the insurance industry,” The Wall Street Journal’s Brody Mullins and Ted Mann report. “Restaurants and their allies are lobbying President Trump and Congress to press insurance companies to cover ‘business interruption’ claims stemming from the coronavirus, even where restaurants have policies that exclude losses from pandemics.”

— “While insurers do offer coverage, those policies are significantly more expensive than standard business-interruption policies, and few restaurants carry them, industry representatives said. But restaurants and some U.S. lawmakers say the business-shutdown orders in states and cities should constitute business interruptions under their existing policies.”

— Insurers are pushing back hard with the help of some Republican senators and conservative groups, saying retroactive changes to coverage policies and threats of lawsuits from restaurants could undermine the nation’s insurance system. ‘Exploiting this crisis with litigation profiteering will stop America’s recovery before it even starts,’ said David Sampson, president and chief executive of the American Property Casualty Insurance Association.”

SHAKE SHACK RETURNS ITS SMALL BUSINESS LOAN: Shake Shack is returning the $10 million loan it received from the Small Business Administration following an outcry that larger restaurants chains had gotten small business loans while many small businesses did not. It wasn’t clear when Shake Shack applied for the loan there wouldn’t be enough cash in the fund for everyone, Danny Meyer, Shake Shack’s founder and chairman, and Randy Garutti, its chief executive, wrote in an open letter. (The loan program is now tapped out and awaiting more funding from Congress.)

— “Shake Shack was fortunate last Friday to be able to access the additional capital we needed to ensure our long term stability through an equity transaction in the public markets,” they wrote. “We’re thankful for that and we’ve decided to immediately return the entire $10 million PPP loan we received last week to the SBA so that those restaurants who need it most can get it now.”

WHITE HOUSE ECONOMIST’S TIES TO UNITEDHEALTH UNDER SCRUTINY: “A senior economist for the White House Council of Economic Advisers, whose nomination to a post overseeing health insurance floundered in the wake of revelations of his financial ties to UnitedHealth Group, is now playing a key role overseeing a $30 billion recovery program being administered by UnitedHealth,” POLITICO’s Maggie Severns and Daniel Lippman report. “The choice of UnitedHealth, a leading health insurer, to serve as a conduit in funneling billions of dollars to hospitals and other providers, surprised many in health care, including employees at the Department of Health and Human Services who had assumed that [the department] would administer the program itself.”

— “Though UnitedHealth says it will make no profit off of the deal, its role in handing out billions of federal dollars to hospitals could boost its relationships with the White House and the public during a tumultuous year and possibly provide it with valuable health care data, experts say.”

IF YOU MISSED IT ON FRIDAY: “Business groups are raising alarms that U.S. companies with large numbers of overseas workers could be prohibited from getting emergency loans from a Federal Reserve program designed to help cash-strapped companies weather the economic slump brought on by the coronavirus,” POLITICO’s Zack Colman and Victoria Guida report.

— “Under the Fed’s $750 billion emergency corporate credit program, which has not yet started dispensing loans, the central bank says it will only buy debt from large businesses that have a majority of their workforce in the United States. Organizations like the U.S. Chamber of Commerce and National Association of Manufacturers say the lack of clarity around those rules could block American firms with global operations from accessing the program.”

— The S-3 Group has added two new communications hands: Jarad Geldner and Nicole Connolly. Geldner previously worked at Hill+Knowlton Strategies. Connolly was previously a senior account executive at Porter Novelli.

Qorvis Communications has hired Philippa Levenberg as a vice president, heading up digital strategy. She was previously director of digital media for North Bridge Communications and before that worked for Story Partners.

— The American Clinical Laboratory Association has hired Dave King, a LabCorp chief executive, as a special adviser on the coronavirus.

Jeremy Nordquist is now government affairs director for Nebraska Medicine, per Playbook. He previously was chief of staff to Rep. Tom O’Halleran (D-Ariz.).
